The man is losing humanity's notion, he is turning himself an insensitive troglodyte of the society, where the violence doesn't forgive nor the human (I don't know if we can consider him like as human), nor the our poor and defenseless animals. How many atrocities will we have to witness on behalf of the progress? The man, the great villainous predator of the Nature, continues his destruction work, extinguishing forests, promoting burned, dislodging the poor animals of their natural habitat and later he complains that is being disturbed by them, when they invade their houses in the city. Unacceptable cynicism. It is obvious that the dislodged animals don't have as surviving and they come to dispute their victuals with the other animals, those calls of rational.

Now, my "Little Saint", the man totally went mad, becoming the torturer of the poor dogs. I attended frightened a program in the TV GLOBO, where the journalist interviewing a veterinarian, and this man informed that they (the veterinarians) intended to remove or to cut the vocal chords of the dogs, for them not to do more noise and disturb the people's "serenity ", with their barks. My Saint, intercede with Our Lord and stop the absurdity of that barbarism. Return the reason, mainly the those veterinarians, that judge this cruelty as a very effective procedure. And if it been, by an irony of the Destiny, did these doctors also lose their vocal chords and turned themselves mute? It would be a beautiful Divine punishment for those surgeons, that more seems the insane and lunatic Nazi medical, that adored to cut people in their hallucinated scientific experiences. With relationship to the inconvenienced persons, that don't support the canine noise, I suggest that this people will move to the caves of the primitive times, from where they should never have left.

If the dogs could speak, certainly, they would say: - " For God's sake, don't make this with us. How can we will manifest our happiness, greeting with barks our owners' arrival? How will we frighten the thieves? All this will be very difficult, if suddenly we become mute. And the people bury in the debris of the great catastrophes, that we discovered and we announce with vehement barks, that persons are alive still? And the people bury in the snow? ".

They are questions without answers, because the man in his inhumanity, never thinks about this. He only thinks about his well-being, his comfort, and don't worry about his largest friend, the poor dog, that only wants to be agreeable with him, and he just wants a corner to sleep, remains of food and sometimes a little bone to gnaw. The only thing that he cannot do is to bark, because this inconveniences the neighborhood. Any day of those, somebody will invent the language of signs so that the poor mute dogs can manifest their wills. God let us free from that atrocity!. The absurdity arrived to the such point that persons want to impede until that the birds sing. Certain occasion, a neighbor claimed that the birds (sabiás) of a nursery were making a lot of noise and they inconvenienced the persons with their chirp. What foolishness! Then, what to do to impede the birds of singing? To also remove their delicate vocal chords? To impede that other free birds in the Nature also sing? Who the man thinks that he is, to substitute God in Their designs? The man should review his humanity concepts and to place in his humble condition, as a person, that is passing through fast in that world and not to become, in his perennial permanence, a true tyrant of everything and of all and that God is the fundamental cause of everything that exists and of everything that happens.

- O' My Saint Francisco, return him the lost reason and do that him become more fearful in the God's things and don't make madness against the small and defenseless animals, that just want to live and to turn the man's life more human and more cheerful.

Subject: Approval of the Law that prohibites the mutilation of animals through cordotomy.

(Of Applauses to the State Deputy Eli Corrêa Filho, for the approval of the Law that prohibites the mutilation of animals through cordotomy - surgery to turn off the vocal chords - in dogs and cats in all State).

Considering that in the last October 10 the Law State no. 11.488 was sanctioned;

Considering that this Law prohibites the doctors veterinarians of accomplishing the cordotomy surgery in dogs and cats;

Considering that the professionals that don't respect the law will be subject the fine of 5 thousand UFESP, that today have an equivalence of R$ 57.450,00;

Considering that the importance of the approval and sanction of this Law feels to the fact of the surgery to be dangerous to the animal, that he will be taking risk of suffering glottis edema, popularly call of swelling of the bell and heart failure, once the surgery demands general anesthesia:

Considering, mainly, that this surgery will bring the animal psychological problems for not getting to hear his own voice after the procedure, because according to veterinarians, the cordotomy affects the communication of the animals directly, that, through the bark or meow, they express their needs, as hunger, pain, and even alarm;

Considering, finally, that is of extreme importance we stop this mutilation in the animals, because it is the road easiest and cruel of solving the problem of the irresponsible ownership, because the animals were badly accustomed, badly taught and, for that, they bark too much. Besides, in the animal kingdom more unquiet individuals exist, that make more noise. When the animal baby is bought he forgets that is necessary to supply a good learning for he becomes an adult, at least, obedient and pleasant.

We submitted to the appreciation of the Plenary session, in the regimental form, to present Motion of Applauses to the State Deputy Eli Corrêa Filho, for the approval of the Law that prohibites the mutilation of animals through cordotomy - surgery to turn off the vocal chords - in dogs and cats in all State.
